Shadow Vs. Savage

Just read in a cycle mag that the Honda Shadow 750 only generates 38>8 horsepower. The Savage is advertized in europe to produce 31 hp and it only weighs 350 lbs; while the Honda V-twin weighs 505 lbs. Seems like the Savge is a MUCH btter power to weight ratio. Why do some Savage owners complain about the power?
